  • 30 Mar 2010 in National Assembly: First, Mr. Deputy Speaker, Sir, we have created a very powerful president in this Constitution. So, if we do not have provincial governments or regional governments and strong counties, we will actually introduce dictatorship from this Parliament. On the issue of devolution, I support that we should have more than 80 counties. Lastly, on the issue of the Provincial Administration, we want the Provincial Administration to stay for at least for the next 20 or 30 years until we really have strong structures. view
  • 30 Mar 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I beg to support. view
  • 9 Dec 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first, I rise to support this Motion and I wish to thank Eng. Gumbo for bringing this very important Motion in our medical practice. First, I want to say that the alternative medicine is used as first aid in this Continent by most Africans. In most African communities before they take their children to hospital, they used to administer herbal medicine on their children or to the old people and then take them to hospital. So, it is used as First Aid. In most places, especially in the far flank areas where the pastoral people ... view
  • 9 Dec 2009 in National Assembly: However, let me confirm to you that herbal medicine works. I have seen it at my place and in many other places where I have served as an administrative officer in this country. Recently, I had the privilege of visiting the Republic of Israel. I toured some farms where they carry out organic farming after which, in their cottage industries; they sell herbal teas, herbal mint and very special things that are found in Kakamega Forest, Pokot, Marakwet and Maasailand. That is what is found in Israel. That is what we are talking about. Israel has commercialized that sector and ... view
  • 9 Dec 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to support this Motion from the very onset. As Parliament, we have always challenged the Minister for Roads to come up with practical measures of reducing traffic jams and making sure all our roads are motorable and making sure there is efficiency within our road system. I think the Minister has done his best and through public – private partnership programme, he has come up with this brilliant idea of concessionnairing. The concept of road toll system has worked in many other countries. It has worked in a city called Bogota and many ... view
  • 18 Aug 2009 in National Assembly: Mr. Deputy Speaker, Sir, thank you very much for granting me the opportunity to contribute to this very important Motion on the Ministry of Labour. I support this Motion from the outset. The Ministry should be given the amount that they have asked for. But I think the amount is quite paltry compared to the mandate that the view
  • 11 Aug 2009 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me a chance to support the Motion on the Ministry’s Vote. I join my colleagues in supporting the Motion on this Vote. I thank the Minister for a sterling performance in his Ministry, together with his Assistant Ministers. Usually, the Assistant Ministers are a forgotten lot. I thank the Permanent Secretary, together with his directors, who are doing a wonderful job in that Ministry. view
  • 11 Aug 2009 in National Assembly: So, Mr. Temporary Deputy Speaker, Sir, I just want to start by saying that the Ministry has introduced quite a number of reforms, starting with the reforms in the Kenya Rural Roads Authority, Kenya Highway Roads Authority, Kenya Urban Roads Authority and, of course, you have heard about the Kenya Roads Board for quite some time. So, I think the Ministry is on the right track. So, in terms of performance, the Minister should do a much better job this time round than before. When you delegate other duties or roles to specific authorities, the Ministry becomes efficient. It will ... view
  • 11 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to talk about the way our local contractors have not been empowered since Independence. The entire construction sector is actually in the domain of the Asian community. That is known by Kenyans and it is time we actually woke up and empowered our local contractors. That is because since Independence, we now have about two local contractors. Even those two, I am sure, are not doing much better. So, we want to hear about 20 local construction companies. The rest can be taken up by international companies. I think that something should be ... view
  • 30 Jul 2009 in National Assembly: Mr. Speaker, Sir, on the 23rd of July, 2009, Dr. Khalwale requested for a Ministerial Statement on the events surrounding the closure of Kenyatta University. I wish to give an appropriate response because this matter is extremely weighty. You all know that property worth Kshs112 million was burnt and the level of impunity displayed by students on that day is of much interest to our Ministry. I wanted to give an appropriate response to this matter. view
