Mr. Deputy Speaker, Sir, I want to join the Leader of Government Business in supporting the Motion for Adjournment. I want to point out that the seminar that we will be attending next week 3518 PARLIAMENTARY DEBATES November 13, 2008 will be extremely important to all hon. Members. We will take time to reflect on what we have done, and also try to get acquainted with the new paradigms and the new systems of running a modern Parliament. I am about to finish, Mr. Deputy Speaker, Sir. The issue that we have to grapple with, as Parliament, before we break for the Christmas vacation is that of the Internally Displaced Persons (IDPS). We want to take these people out of camps so that they can settle down and begin to live as respectable people. In the interest of time, with those few remarks, I beg to support.

(a) I am aware that students admitted to pursue Bachelor of Technology - Electrical Power Engineering option - of the Kenya Polytechnic University in the Academic Year 2007/2008 are yet to report. (b) The students will commence their studies in the next semester, which will start in January, 2009. It is too late to get them admitted in the current University Calender Semester, which is about to end. The University College has now got a Principal. Mr. Deputy Speaker, Sir, the feasibility study was done. As you all know, the Kenya Polytechnic is an old college. It has the necessary facilities. It only needs a bit of face-lift to conform to what the Ministry wants. We have done the feasibility study. I want to confirm that the University has the requisite facilities.

Mr. Temporary Deputy Speaker, Sir, I just want to inform you that hon. Litole is handling a serious humanitarian crisis in his constituency. Last week, on 7th November, 2008, he lost about 15 of his constituents through a landslide and several people were injured. He is busy co-ordinating the rescue effort, together with the Red Cross. So, I leave it to you to determine how to handle this Question. Thank you, Mr. Temporary Deputy Speaker, Sir.

Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, I am aware that students admitted to pursue Bachelor of Technology, Electrical Power Engineering option at the Kenya Polytechnic University in the Academic Year 2007/2008 are yet to report. (b) The students admitted to the Kenya Polytechnic University College could not begin studies because the Concil has not been put in place. The nomination of the Council members is being finalised and students will be considered for admission as soon as this is resolved.

Mr. Deputy Speaker, Sir, the Kenya Polytechnic University College was gazetted vide Gazette Notice No.82 under the Legal Notice No.159 on August, 2007, as a constituent college of the University of Nairobi. We have appointed the Principal, who is now in charge, but on the issue of the Chairman and the Vice-Chairman, we are having consultations with the Office of the President, so that this is finalised. The Chairman, together with the Vice- Chairman and the other members of the Council will be appointed, so that this university can operate in a legal way.
