  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I take the comments made by the hon. Member very seriously. I know that these students are actually suffering. However, I would like to confirm to the House that negotiations on this matter are being finalised. The full Council will be in place very soon. What Dr. Eseli has said about the transfer is not possible, because of inadequate bed capacity. In the meantime, the issue is being handled in the most appropriate way. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I have confirmed to the House that the Ministry has forwarded the names that are supposed to be appointed to the Council. I do not want to speak for the Office of the President. I think vetting is still going on and I hope the Office of the President will give us an answer very soon. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I also sympathise with the situation of the students just as you are doing, but we have bureacracy in this country. It is not a secret and everybody knows that we have bureacracy and systems. I want to confirm to the House that we will keep on reminding the Office of the President to fasttrack this issue, so that students can start their studies as soon as possible. I know that this is an issue that is really sensitive to most parents and the students. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, that is an issue that will be sorted out by the Joint Admissions Board. We will explore that option. However, we want to fasttrack the negotiations, so that the Chairman and the Members of the Council are appointed, so the University can become operational. We have problems of inadequate bed capacity and other things. So, we will do something about it. view
  • 5 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, I want to confirm to the House that if the Ministry will not receive information from the Office of the President, we will consider those options in liaison with the Joint Admissions Board. view
  • 5 Nov 2008 in National Assembly: That is a bit hilarious but we have beds and beds have to occupy a certain space. I am talking about space. November 5, 2008 PARLIAMENTARY DEBATES 3277 view
  • 5 Nov 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I just want to seek guidance from the Chair on this matter. Considering the fact that even His Excellency the President declared that tomorrow will be 3278 PARLIAMENTARY DEBATES November 5, 2008 a national holiday to celebrate Obama's success, do you not think this is an urgent matter? So many man hours will be lost tomorrow because of this "Obama mania". I seek guidance on this matter. view
  • 5 Nov 2008 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. With due respect to my good friend, Maj.Gen. Nkaisserry, I heard him say that some agents of the Government actually participated in rigging and they should actually appear in that "envelope". Am I in order to ask him to give us the list of those people who are in the "envelope"? view
  • 5 Nov 2008 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir for giving me this time. I also want to thank my colleague, Mr. Mungatana, for donating the time. Mr. Temporary Deputy Speaker, Sir, I wish to fully support the Motion by hon. Ethuro that Parliament must actually be made independent. It must never operate at the whims of the Executive. But just before I go into the details of my contribution, I also want to join my colleagues in congratulating the President-elect of the United States of America, hon. Barrack Obama, for being elected as the first Afro-American President in that ... view
  • 21 Oct 2008 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for granting me this time. I wish to support this Motion and congratulate the Minister who is my good friend and the Permanent Secretary who was my lecturer at Egerton University and also a distinguished economist. If I may remind you, the Permanent Secretary for this Ministry was the first person to get a First Class Honours in Economics from Baringo District. Be that as it may, I think this Ministry has the right personnel. It has the right professionals to steer this Ministry to greater heights. I want to take ... view
