  • 25 Jan 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to give my comments on the Motion. I just want to confirm to the House that cattle rustling between the Marakwet and Pokot is a serious issue which must be addressed by the Government. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 25 Jan 2017 in National Assembly: This thing began in 1992 all the way to 2002. When I took over in 2003, I actually managed to talk to leaders, together with the former Member of Parliament, Hon. Kilimo on the issue of cattle rustling and for 14 good years, there was no cattle rustling. I am just surprised that it is continuing. We need to investigate what is happening. There is even an angle where two Marakwet clans are fighting each other. As we speak, over 300 families are being hosted on my side. We are hosting them. These people are cousins and are not interested ... view
  • 25 Jan 2017 in National Assembly: I would not really blame the Government because it has tried. As we speak, there is an operation going on. It used to be headed by somebody called Sharif, but they have now transferred him. The operation is being conducted with armoured personnel carriers in that area. The other day, the Deputy President visited the area and ensured that both communities were given Kenya Police Reservists (KPR) so that they can take care of their cattle. We are even using reformed warriors to address these issues. As leaders of the region, we have visited these areas severally with the Members ... view
  • 25 Jan 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for your generosity. I am saying that let us think outside the box and come up with unique ways of solving this issue. We have tried, and I want to thank the politicians. For two years, we have not been having issues between the Pokot and the Turkana but around December, we started having reports of people being killed and cattle being stolen. So, we tried this and we had all the governors and senators speaking with one voice. We need to try that peace caravan between us and the Marakwet and between the ... view
  • 25 Jan 2017 in National Assembly: we need to come up with permanent ways of solving the matter. I want to assure the House that we are committed even to push the Ministry to go an extra mile in solving this problem. As Chairman, together with my Members, we are also committed. There are many ways we have actually tried as a Committee to deal with this matter. Those are my comments. Thank you. view
  • 24 Jan 2017 in National Assembly: I think I have the Floor, Hon. Speaker. view
  • 24 Jan 2017 in National Assembly: Let me just debate for two minutes then you can put the Question. First of all, I want to say that I support the Motion. I also wish to say that the HBC has done a sterling job. On a scale of 1 to 10, I will give them 9/10. So, they deserve another chance. I also want to wish my good friends and colleagues Members of Parliament a very lively and good Session as we go towards elections. If I was to decide, I want all these Members to come back to the House – all of them. But, ... view
  • 17 Jan 2017 in National Assembly: Thank you, Hon. Speaker. Judging by the mood of the House and taking cognisance of the fact that people are actually repeating themselves, would I be in order to ask you to kindly call the Mover to reply? This is, of course, pursuant to Standing Order No. 95. view

  • 1 Dec 2016 in National Assembly: Thank you, Hon. Speaker for giving us the requisite guidance. That is the position of the law. I wanted a clarification on two issues namely public collections concerning funerals and medical bills. What is the position of the law on those two issues? view
