I beg to move:- THAT, Clause 39 of the Bill be amended in Sub-clause (1) by inserting the following new paragraphs immediately after paragraph (e)— “(f) is an agent of foreign power; (h) is or has engaged in acts prejudicial to national security or national interests.” This is meant to raise the threshold by providing an additional ground for thorough vetting of potential security service providers. I beg to move:- THAT, Clause 46 of the Bill be amended in Sub-clause (3) by inserting the words “in addition to cancellation of license” immediately after the words “commits an offence and shall”. This is to provide for the cancellation of a licence where an offence has been committed. It is to prevent further harm to citizens. It is also to ensure that the fundamental rights of persons as safeguarded by the security services provider or a security guard are upheld.   • 26 Apr 2016 in National Assembly: THAT, Clause 47 of the Bill be amended in Sub-clause (4) by inserting the words “in addition to cancellation of licence” immediately after the words “commits an offence and shall”. There is a thin line separating the two. In the same vein, I wish to state that this will assist in the provision for cancellation of a licence where an offence has been committed. It will also prevent further harm to any citizen and ensure that fundamental rights are also observed. They are almost similar. Therefore, I want to plead with the Members to support it. view

When these security providers are employed, we can get a lot of information from them for comparative intelligence, so that we can use it to secure our country. I want to plead that we support it.
