It has been an issue and even as a Committee, we have suggested that if it is possible, we privatise all our weighbridges. That is where corruption is so live that it is an eyesore to this country. view

If you transfer an officer or promote him or her to the position of Corporal and post them to, maybe Garissa or Kacheliba, they do not want that promotion. They do not want that promotion because they get better returns at the weighbridges. To the extent that officers are refusing to be promoted because they are getting money at the weighbridges, we need radical reforms. We need to benchmark with Rwanda. Speaker, I beg to move the following Motion:- THAT, this House adopts the Report of the Departmental Committee on Administration and National Security on the Petition for the Removal of a Member of the National Police Service Commission, laid on the Table of the House on Thursday 22nd October 2015 and, in accordance with the provisions of Article 251(3) of the Constitution and Standing Order 230(5), finds that the Petition does disclose sufficient ground for the removal of Major (Rtd.) Pursuant to Standing Order No.227 (1), the Petition was referred to the Departmental Committee on Administration and National Security for consideration, and for preparation of a report within 14 days, pursuant to Standing Order Nos. 233 and 234. The Committee held three sittings to consider the prayers of the petitioners. The Committee complied with the constitutional and legal requirements when considering the Petition. • 28 Oct 2015 in National Assembly: The letter was delivered to the National Police Service Commission offices but was later returned to the National Assembly since the Commission had no means of getting in touch with the Commissioner. I would also like to confirm to the House that my clerk and I made an attempt to have him come, but he did not come to face the Committee, most probably on health grounds. Upon further follow up, the Committee contacted the Commission via phone and despite several attempts the Commissioner did not honour the invitation to appear before the Committee. view
