Having worked in that area, I know that we have some semblance of forest along the river belt. Setting aside land in areas like Wayu and Woldenna for creation of a forest is being unfair to the pastoral people of Tana River and, specifically, Galole Constituency. Therefore, the Committee should be facilitated to go and establish the priority in that area. The priority in that place is pastoralism. The object of the Bill is to give effect to Article 232 of our new Constitution. We must all have a special and new public service, not the old Public Service. We need to enact a law that will ensure that a certain percentage of workers or servants at the county-level are from other parts of the country. Otherwise, we will go back to our tribal cocoons. During the colonial period, all the workers in Baringo, Kisii, Garissa, Turkana, West Pokot and elsewhere were locals of those places.
