  • 11 Jun 2014 in National Assembly: amounts of fish. So, look at it this way: Kenya has resources, but the people benefitting from the resources are not Kenyans themselves. Rather, it is a few individuals and those interesting multi-nationals. Hon. Temporary Deputy Speaker, I will not speak to the engineering content because my two learned brothers, hon. Eng Gumbo and hon. Eng. Rege, spoke about cyber orbital satellite issues; things I have no understanding of. I will only speak about the legal aspects. The third recommendation is paramount. It is of prime importance to anybody who is moving forward with the San Marco agreement. The fact ... view
  • 11 Jun 2014 in National Assembly: Kenya should stop being really nice at our own expense and, if, indeed, it is true, we really need to move forward and develop university programmes in space science. That will enhance training of Kenyans in that particular field. That will be a new front in terms of giving Kenyans employment. The last thing I would like to speak to is the status of the constituents of my very good friend, hon. Kombe. The truth is that the residents of Magarini are amongst the poorest in Kenya. If the San Marco Space Application Centre is based next to Magarini, the ... view
  • 4 Jun 2014 in National Assembly: Thank you, hon. Speaker. The petition that I am about to present was handed over to us by the members of the Mau settlements as a human rights caucus when we visited them about two months ago. The petition is for the recognition of land title deeds and removal of caveats on land title deeds. It reads as follows:- “We, the undersigned citizens of the Republic of Kenya and duly registered owners of specified properties situated in Narok South, Narok County, draw the attention of the House to the following:- One, on diverse dates before 2005, over 15,000 Kenyan families ... view
  • 4 Jun 2014 in National Assembly: Thank you very much, hon. Deputy Speaker. First, I would like to congratulate my very able sister for bringing this particular Bill. I really think it takes the hawk eyes of a serious legislator to see that there is a lacuna in the law. Article 50 of the Constitution is very robust in terms of providing for fair hearing processes and also providing for the offenders of crime, but pays very little attention to victims of those crimes and, of course, Parliament is under obligation under Article 59 of the Constitution to enact such a law. Actually, Parliament is being ... view
  • 3 Jun 2014 in National Assembly: Thank you, hon. Speaker. view
  • 3 Jun 2014 in National Assembly: Would I be in order to request that in line with Standing Order No.33, we extend the sitting of the House up to 7.30 p.m., with the discretion of the Speaker, so that we can sufficiently deal with this issue of insecurity? Would I be in order? view
  • 3 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I will make two preliminary remarks before making my substantive comments. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 3 Jun 2014 in National Assembly: First, I would like to thank hon. Elmi for putting us into a plane from Wajir, after seeing how tired we were. I would like to thank my very good compatriot, hon. Diriye, for hosting us for a couple of days, the Governor aspirant for Wajir who supported our tour, Mohammed Al Musal and also the Medical Superintendent of Wajir District Hospital for doing a commendable job in terms of taking care of the patients and ensuring that they were all sufficiently treated. view
  • 3 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, the cardinal role of any Government is to protect property and the lives of its people. When you see a government that is not interested in protecting the lives and properties of its people, that is a government that is quickly collapsing. I really think that part of the things that need to be done in this country is to organize a free tour for the Cabinet Secretary in charge of internal security and the Inspector-General (IG) of Police. They have no clue about what the boundaries of Wajir County are. They have continuously given contradicting ... view
  • 3 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, as we speak right now, there has not been any single GSU deployment six days later. This shows you that someone is either clueless, not interested or there is sabotage. I really think that we cannot continuously be discussing the issues of security in the northern part of Kenya as if it is a normal thing. No person wants violence meted upon themselves, and especially so when they have voted in a Government and they have sovereignty. It is deplorable that Wajir County, which has the largest coastline and the border with Somalia, has less than ... view
