Temporary Deputy Speaker, I am happy that the Chairperson of the Departmental Committee on Education, Science and Technology has finally got wind and direction in terms of how we should proceed on this matter on education. I am happy that we should expedite this issue of the TSC so that we have commissioners in office so that teachers can have people to negotiate with because as it is, one commissioner cannot negotiate with them and our children are out of classes because of various reasons. Parts of northern Kenya and various parts of the country are occasionally marooned by floods; there is always need for people to be supported in one way or the other. You notice that half the time, the Government is caught flat-footed, because we do not have an agency. We end up relying on NGOs, and there is no proper management of these disasters when they strike. view
  • 2 Jul 2013 in National Assembly: A Disaster Management Authority in the manner that the amendment is proposing will be very useful to this country. It should not just be limited to issues of floods. Occasionally, we have had several disasters in this country, things that arise from terrorist attacks, bomb blasts and dangerous fires, as my colleague has mentioned. These sorts of things need to be managed by a Disaster Management Authority that has the data base in terms of who has been a victim and what possible remedies ought to be put in place. Some of us were beneficiaries of bursary programmes by well-wishers who supported our schooling. In moments like those, the words of William Butler that: “Education is under a peel but yet a fire that is supposed to be lit each time” comes to my mind. Article 43 of the Constitution guarantees the right to have medical care.   • 12 Jun 2013 in National Assembly: As a Government, we have no excuse for not supporting the people, especially when we have seen in the budget-making process in the past two weeks that there is Recurrent Expenditure in terms of expenses that we do not need; examples are purchase of planes and holding of conferences.
