deleting the words “ are for the time being exploited commercially” and substituting therefor the words “have been tested, officially released and published in the Gazette”; (b) in the definition of “seed” by inserting the words “plantlet, minituber” immediately after the word “sucker”; (c) by inserting the following new definition in its proper alphabetical sequence— “plant genetic resources for food and agriculture” means any genetic material of plant origin of actual or potential value for food and agriculture including indigenous seeds and plant varieties;” This amendment seeks to enrich the definition of the list of national varieties.

I would like to oppose the amendment raised by my colleagues from the Coast region on the grounds that we are making laws in this House to serve the entire country. We happen to have lack of linkages between the county governments and the national Government. That is why we are saying the registration function should remain with the national Government. Thank you, Hon. Temporary Deputy Speaker and the Leader of the Majority Party for the opportunity. I would like to support the Supplementary Budget that is currently under debate. The Committee has done a good job. However, going forward, I suggest or recommend that we increase the allocation to the Office of the Auditor-General, so that it can put in place human resource and structures to audit public expenditure. If you give the Office of the Auditor- General Kshs5.8 million only for auditing services, you create room for public officers to loot money because there are no clear monitoring systems. ...

Thank you, Hon. Temporary Deputy Chairlady. I support the amendment brought by the Departmental Committee Chair. Private security guards should not be armed. Let us not drive this country to chaos. What if some rogue governors give guns to their private security guards? Look at how the county askaris behave in this city. Look at the Kakamega and Malindi incidents. Let us debate this matter soberly and ensure that we do not drive this country to that level.

Thank you, Hon. Temporary Deputy Speaker. Let me just add that what Members have done today is great to the security sector in this country. We have recognised the private security sector as a formal sector. This Bill will go a long way in making sure that the private security sector is a formal employment sector recognised by law and the regulations will be followed to the letter. Thank you.

Thank you, Hon. Temporary Deputy Speaker and the Vice Chairlady of the Committee for the opportunity. I also want to add my voice on this issue of establishing a fund for the Judiciary. The stability and strength of a country both economically and socially depends on how strong the Judiciary is in dispute resolution. If you have a weaker institution of the Judiciary, you are killing a country. I do not see why we give powers and independence of handling funds to Governors and yet, a strong institution such as the Judiciary that holds the cohesiveness of a country does ...

Hon. Temporary Deputy Chairman, I would like to support the Chairman on this amendment. Land is an emotive issue. A single statute like the Community Land Bill cannot resolve all land matters. You need supportive supplementary statutes that are in existence so that when there is a dispute, you look at all the laws before you reach a conclusion.
