Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to add my voice to the Political Parties (Amendment) Bill. This Bill will give a new political impetus to political activities in the country in the way they are run. We will not run our parties as individuals. There will be no issue of baba. Parties will be following national rules that are passed by the National Assembly. In the past, we have been having people forming their own shops and call them political parties. Such people coerce members who do not agree with their principles, but have a ...

Lastly, this amendment to the Political Parties Act will also streamline the operations in the political parties to ensure that they operate at a national level. Previously, political parties were supposed to have 24 offices in 24 out of the 47 counties. Very few have achieved that.

Hon. Temporary Deputy Chairlady, I stand to support the amendments because they are in tandem with the ICT world. If you go to a country like India, medical institutions are described as “E-medical Centre”. In India, the medical sector operates like our tourism sector, where tourists visit the Maasai Mara National Reserve to watch wildlife. Description of and invitations for medical attention is done through an e-system. If we adopt these changes, we will be ICT compliant in the medical world.

Thank you. I support the Chairman of the Committee because this is an express statement that medical experts must be involved in issues of abortion. We do not want to allow midwives to carry out some abortions in our villages.

Hon. Temporary Deputy Chairlady, I support the amendment. However, there is a provision that is missing from the budgetary process. We are talking about a devolved function, namely the health sector. However, we are drawing money from the account of the national Government through the Ministry of Health. We need to include a provision so that this regulatory body will be partly funded by all the 47 counties in this country.
