I am a member of the Banyore Community from Emuhaya, but settled in the County of Kakamega. There are cultural activities in our communities--- Last year, Hon, Wangwe hosted a cultural event for the Batsostso people. The Maragoli people have a culture called the Maragoli Cultural Organization. The Bukusu people also have their own. If those organizations are regulated by the law, we will have ways and means of enhancing cultural integration among the communities in the society. Kenya is a country that is blessed with diverse cultural values and with 42 tribes. After the post-election violence, Members of Parliament have been going round the country praying for the victims and the suspects at The Hague but, with the coming of the Pope, I would wish we all converge there and pray for this important occasion. First and foremost, the Bill is good as it seeks to protect our county governments, just like the national Government has been protected against pending bills, litigation and auctioning of properties. However, my caution is that governors in this country have taken over the procurement process. They have developed a mechanism whereby they manage the procurement process from the beginning, namely, the advertisement stage up to the award level.   • 19 Nov 2015 in National Assembly: Trans Nzoia County has paid salaries using an overdraft, and there is evidence to that effect. Who granted that permission? Therefore, as we shield these county governments’ properties from auctioneers, we also need to warn these governors that they should operate within the parameters of the law. In the Kajiado County Government, the Governor has gone ahead and issued instructions to the Lands Registry not to transfer land to outsiders. Which law are they using? There is a very interesting aspect in this Bill regarding the security on property for unpaid taxes. Always, Kenyans with the ability to pay taxes have been evading payment of tax.
