  • 23 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would prefer the Question to be answered after next week because I will be away on parliamentary business. view
  • 17 Feb 2011 in National Assembly: Mr. Speaker, Sir, this issue is very important as you can see; the silence of the Members attest to that; it affects the life and health of Kenyans. On the other hand, it also touches on the Members of Parliament and other citizens. Now that the Minister has said from the report that this matter is complex, and because we require expeditious investigations, can the Minister confirm that the police have the capacity to investigate this matter to conclusion, so that tomorrow, he does not come back and say that he has other methods to employ to investigate the matter, ... view
  • 16 Feb 2011 in National Assembly: Jambo la nidhamu, Bw. Naibu wa Spika! view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I would like to request the Prime Minister; when he will be addressing the issue of connectivity next week – since hon. Members are very much concerned about the issue of employment in this country – to address himself particularly on the clarity of Safaricom network. I think this is a very serious matter. The network is not very clear and most of the time it is blocked. It makes communication impossible. view
  • 16 Feb 2011 in National Assembly: Thank you. view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to thank the Prime Minister for his Statement. But while I agree that the issues raised by the Prime Minister are important, I wanted to know from him, as the supervisor and co-coordinator of Government Ministries, what he has done to ensure that the Government departments are fully prepared for whatever he has said. view
  • 15 Feb 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I want to ask the Assistant Minister to substantiate his statement that it is only two out of the total six that he is able to put on half pay. Could he explain the circumstances under which the others cannot be paid in addition to what Mr. Mututho asked? view
  • 10 Feb 2011 in National Assembly: Mr. Speaker, Sir, this is a very fundamental Question because you must have seen at the end of every year the banks announce supernormal profits in a very weak economy like Kenya. This Ministry, surprisingly, is excited with this answer by saying that there is tremendous growth realized. However, they fail to realize that what is happening in the industry is stifling growth. We are not realizing even half of the potential. Could the Assistant Minister now tell us what percentage of the loans have turned out to be bad debts to prove the fact that the risks are high? view
  • 10 Feb 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. This Question is very key to Kenyans. You heard the Assistant Minister say, in the first instance that because of the risks involved, that is why the interest rate for loans is very high and now he does not even have the figure. Would I be in order to request that this Question be deferred, so that he can actually substantiate that issue of non-performing loans? view
  • 8 Feb 2011 in National Assembly: Mr. Speaker, Sir, the problem of insecurity is not isolated to western Kenya although this morning as I was listening to an FM radio station, the situation in western Kenya is getting out of hand. I had the opportunity to visit one of the anti stock theft units between my constituency and hon. M’Mithiaru’s constituency. What I saw there were police officers using a very old vehicle in a very bad terrain. They did not even have radio call equipment. What is the Assistant Minister doing to ensure that vehicles used in arid areas are in good condition and they ... view
