Thank you, Mr. Speaker, Sir. I want to persuade the Minister not to be persuaded by the mandarins in his office to justify that because of the procurement process, he can hold on for two years. That is quite unrealistic. Perhaps for the remote and arid areas where transport is a problem whether the Minister can consider, in such circumstances, to put aside some money, however, small it is for hire of vehicles in extreme circumstances like this?

Madam Temporary Deputy Chairlady, this Committee has problems and has wasted the time of this House and country. Indeed, we will consider next time how to disband it. Having said that, I propose that we go along the line of hon. Martha Karua, so that this House can debate the matter, the pros and cons and then we make a decision. There are lots of professional institutions that have been left out. Why this NGO in particular?
