  • 15 May 2013 in Senate: Mr. Deputy Speaker, Sir, I wish to donate five minutes to Sen. Billow. view
  • 15 May 2013 in Senate: Mr. Deputy Speaker, Sir, I will take my time. First of all, I want to thank hon. Senators for their contributions. After 2007, I believe we had some local authorities that were managed by our brothers from the other side. The Minister for Local Government was also from that side. view
  • 15 May 2013 in Senate: The CORD side. It was ODM which is still CORD. view
  • 15 May 2013 in Senate: Wiper was in the Government at that time but it was not heading the Ministry of Local Government. view
  • 15 May 2013 in Senate: Mr. Deputy Speaker, Sir, it would be wrong to come and tell Kenyans that we have to pay debts without auditing each county council. This House has an obligation to meet the TA and to ask some of these questions. If the Chairman of the TA followed due process, we would have known the debt of each county council. The Government released money to counties. For example, Pokot County received Kshs47 million, but in one week, they had spent everything. It means that other county councils also received the same figures or even more. We have to start thinking how ... view
  • 14 May 2013 in Senate: Madam Temporary Speaker, I also stand to support the Motion. The first thing that amazes me is the civil societies who were in the front defending the Constitution and fighting for devolution. Today, they have even gone beyond abusing the same Constitution without respecting the religion of others. When you bring pigs in Parliament and you know very well we have our Muslim brothers, it means you have gone beyond by not respecting those who are represented by them. • 8 May 2013 in Senate: Thank you, Mr. Speaker, Sir. Indeed, we need a Liaison Committee that will allow the Chairmen to move on with the work of the committees. I know that whoever will Chair that Committee will guide the House in the mandate that we have been given by the country. I beg to second. view
  • 7 May 2013 in Senate: Thank you, Mr. Deputy Speaker, Sir. I beg to support the Motion because education is the key to bridging the gap between the rich and the poor. At the time of Independence, most children from the poor families had not accessed education. As we talk about education, we need to look at it in a holistic manner. First of all, we should look at it through a gender lens so that we encourage both boys and girls to enroll in schools. We must ensure that they join universities once they complete their secondary education. Currently, many girls drop out of ... view
  • 30 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. I also want to take this opportunity to also send my condolences to the family. I believe and know that if there is one hero who championed the issues of women in the Constitution and who gave us space in his office, it was the late Sen. Mutula Kilonzo. On behalf of the women of this country, we pray to God to give Mama Nduku the strength and courage during this trying time. I know that she is a prayerful woman and that she will be guided by God’s wisdom to continue guiding the family. ... view
  • 25 Apr 2013 in Senate: Thank you, Mr. Speaker, Sir. I stand in for the Senator Leader of the Majority who has stepped out for some Government duty. I beg to reply. Mr. Speaker, Sir, indeed, it has been a debate that we have seen the Upper House perform its duty of, first of all, appreciating that this is one country and we will have to work together to see that the Government implements what is contained in the Presidential Address. I want to appreciate the sentiments of all the Senators and say that the Government is ready to work with the whole House. We ... view
