  • 4 Jul 2013 in Senate: Thank you Madam Temporary Speaker, I also stand here to support the Motion as amended bearing in mind the reason that the Government has always used to bring up multipurpose projects. I will give an example of Turkwel Dam. When the Government conceived the Turkwel Dam, it was a multipurpose project that was supposed to deal with agriculture, fisheries and hydro electricity. It seems that most of the time, the projects are abandoned and in the end the Government concentrates more on the project that generates more revenue. Therefore, even when the Government is identifying an area to start a ... view
  • 3 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I also rise to support the Motion. But I also want to look at it at the level of the institutions that deal with compensation. Mr. Deputy Speaker, Sir, Kenya is a very interesting country, where I think the unclaimed assets amounts to a lot of billions of shillings. I do not think that, as Kenyans, we really know the figure. Let us take the example of the National Social Security Fund (NSSF) and look at the poverty level of many children whose parents used to make contributions to the NSSF. To date, most of them ... view
  • 3 Jul 2013 in Senate: Yes, Mr. Deputy Speaker, Sir. It was in the media, that the lawyers will be paid Kshs800 million. If you look at the figure that the Mau Mau are being compensated with, you would wonder if it is right and fair. When you ask anyone in this country, especially the institutions of Government, to even give you figures of unclaimed assets, nobody will disclose it to you. This is because they know that they are working with the banks. The banks will never allow any Kenyan to know what they have as unclaimed assets. I do not have the figures ... view
  • 2 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I also stand to support the Motion knowing that for the last 15 years, we have seen many of our people perish because of alcohol. Today, as we talk in our country, I think our moral values have completely been eroded. Indeed, it is sad when you see on television a young man in Dandora talking openly; saying that he knows he will die with the sword and therefore for him to rape is something that he has to do and he can even inform the parent of the lady that he is going to take ... view
  • 2 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, Kwanjuguna’s is a famous club that many of us who do business would love to go on Friday to do business but at the same time take a glass. I am just giving an example. When you leave Waiyaki Way and enter Westlands, then you meet your 16, 14 or 12 year old children drinking outside Westlands, it means also that those who have accepted that to happen within that environment have to ask themselves questions. When hon. Mututho brought in the law, these are the The electronic version of the Senate Hansard Report is for ... view
  • 20 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. I know the Chairman has travelled out of the country. However, I request the hon. Senator to give him two weeks to issue a comprehensive Statement on that matter. view
  • 20 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. Hon. Senators, pursuant to the provisions of Standing Order No.43(2), I present to the Senate Business for the coming week. On Tuesday, 25th June, 2013, the Rules and Business Committee will meet at 12.00 noon to schedule Business for the Senate for the next week commencing Tuesday, 25th June, 2013. The Senate will continue with the Business that will not be concluded in today’s Order Paper. In addition, the Senate will conclude debate on the Motions by Sen. Catherine Nobwola concerning the establishment of Graduates Enterprise Fund. The Senate will also debate Sen. James Orengo’s ... view

  • 20 Jun 2013 in Senate: Madam Temporary Speaker, is the hon. Senator in order to say that our IDPs have given birth to criminals? It would be wrong and a bad impression to say so. I know there are some of us living in good environment, but we have given birth to criminals. view
  • 20 Jun 2013 in Senate: Madam Temporary Speaker, I also rise to support this Motion. When I look at history and I want us to take this as leaders in the Senate knowing very well that the Constitution also gives us the mandate to look at our boundaries and knowing very well that we have Internally Displaced People (IDPs) across the whole country and not just in the Rift Valley and Central provinces. When we talk about IDPs, the issue of land comes in and it becomes emotional. I want to challenge the Members of the 10th Parliament and I know many of them are ... view
