  • 19 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. I also stand to support the Motion. Madam Temporary Speaker, I know that in this country we have had to open up many funds. One of the challenges that we have always faced is that we have never gone back to do research and ask ourselves how many people have benefited from WEDF? Today even if we ask the county governments or Senators to tell us how many women have benefited, I know that many will say that not many have benefited. I know that we The electronic version of the Senate Hansard Report is ... view

  • 13 Jun 2013 in Senate: Madam Temporary Speaker, I rise to move that we adjourn and defer the putting of the question to next week on Tuesday. Standing Order No.51 (3) says:- “Despite paragraph (2), the Speaker may, on the request of a Senator, defer the putting of the question to the following day in which case the Speaker shall thereupon nominate a time at which the question shall be put.” Madam Temporary Speaker, I, therefore, request that we defer the putting of the question until next week on Tuesday. view
  • 2 Jun 2013 in Senate: Mr. Deputy Speaker, Sir, I also stand to support the Motion knowing that for the last 15 years, we have seen many of our people perish because of alcohol. Today, as we talk in our country, I think our moral values have completely been eroded. Indeed, it is sad when you see on television a young man in Dandora talking openly; saying that he knows he will die with the sword and therefore for him to rape is something that he has to do and he can even inform the parent of the lady that he is going to take ... view
  • 2 Jun 2013 in Senate: Mr. Deputy Speaker, Sir, Kwanjuguna’s is a famous club that many of us who do business would love to go on Friday to do business but at the same time take a glass. I am just giving an example. When you leave Waiyaki Way and enter Westlands, then you meet your 16, 14 or 12 year old children drinking outside Westlands, it means also that those who have accepted that to happen within that environment have to ask themselves questions. When hon. Mututho brought in the law, these are the The electronic version of the Senate Hansard Report is for ... view

  • 23 May 2013 in Senate: Mr. Deputy Speaker, Sir, I beg to move:- That, pursuant to Standing Order 31(1), the Senate resolves to adjourn until Tuesday, 4th June, 2013. The Senate has been sitting since we were sworn-in. I know that it is time, after this very important Debate and function that we have done today, to go back to the counties and give updates in terms of what is happening at the national level and what the Senate has done to protect and ensure that counties continue with their duties. I know that we have had a very tough time, but I believe that ... view
  • 21 May 2013 in Senate: Madam Temporary Speaker, I also stand to support the Bill. Madam Temporary Speaker, I would like to start by also thanking the Jubilee Government – our Government. Indeed, we have started on a good slate and I believe that it is because the President is committed to the principle of devolution. But I know also that when you look at the Treasury, we still have those who believe in the central Government. Therefore, we will always have challenges that come in, as much as we would wish to move on the right slate. Madam Temporary Speaker, I concur with, the ... view
  • 21 May 2013 in Senate: I will not say that it is Jubilee, but there are those technocrats who think that women have no value in this country, yet we pay tax. Madam Temporary Speaker, indeed, I am pleading with the President that as much as we are pushing for the Kshs238 billion, we have to look at what has been devolved to the counties that will serve the women also in those counties. As we push, I would urge the whole House to interrogate the expenditures of each line Ministry. When you look at some Ministries, you will find that in the next financial ... view
