Hon. Speaker, the first Question was directed to the Cabinet Secretary for Education. My second Question goes to the Cabinet Secretary for Petroleum and Mining. Could the Cabinet Secretary: (a) Explain the activities being undertaken by Acacia Mining Company in Ikolomani Constituency and, in particular, the company’s role in environmental degradation? b) What benefits, if any, are the residents of Ikolomani Constituency gaining from the said company?

Thank you, Chair. I want to oppose this amendment. It is not right that when you are making any transfer, including paying school fees, you have to pay. The banks are already paying taxes. There are taxes which are clearly prescribed when the bank is transacting. We do not need to burden parents and Kenyans as a whole by taxing any transaction they make. When you receive money from wherever, it is taxed. I oppose.

I will start by urging those people in authorities and departments that collect taxes to make sure that they do not favour big taxpayers. We have goods which come to the country through Mombasa Port and other ports in Kenya. We wonder how so many tonnes of maize and sugar can come in the country, when we have such authorities that should check them and collect taxes.
