Temporary Deputy Speaker, if you also visited some of the refugee camps in Kenya, you will realise how much NGOs are doing for this country, and even to this Parliament. I need to mention one thing, I am aware that most of the intelligence that we receive is from village elders. That intelligence is used at the national and county levels. It is immoral to allocate duties to mature people who have families to feed and children to take to school and yet, they are not paid. This Bill is coming at a time when our farmers have really suffered because they grow cane but when they harvest, the prices they get are low. Some of them even get debits. I want to thank Hon. Wamunyinyi for bringing this Bill. Wilbur Ottichilo for bringing this Motion. It is timely. Article 42 of the Constitution, which is under the Bill of Rights, states that every person has a right to a healthy environment. Having had an opportunity, through our inter-parliamentary games, to be in Rwanda in December last year, I noticed that Kigali is a clean town.   • 20 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this opportunity to add my voice in support of the Political Parties (Amendment) Bill, 2016. The threshold that has been given to raise 20 MPs, three Senators, three governors and at least 40 MCAs, is one which requires seriousness. It requires a political party which is geared and ready to run this country. We have had small briefcase parties which do not have offices and are not run properly.
