  • 29 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, today I am a very happy Member of Parliament and a Chairperson of a committee. This Bill is going to be a game changer for the youth, the women and the marginalised. We have now provided them the opportunities within the law. I am very happy that the economy of this country will grow because we have done the right thing by ensuring that people get procurement opportunities in this country. It is spread in the whole country not only in one region. I want to thank the Members, Hon. Gumbo in particular, Hon. Ogari and ... view
  • 29 Apr 2015 in National Assembly: amendments themselves. We agreed that whatever we had agreed with them, the Committee would take over. We have saved this House five days. We would have been here five days if we were to continue with the way every Member was proposing the amendment. However, the action we took saved days of precious time. I thank those Members, Members of my Committee including my Vice Chair. We sat for many hours but they never complained. At some time we sat up to 9.00 p.m. I thank them because they were very useful and resilient. We came up with serious and ... view
  • 29 Apr 2015 in National Assembly: I only remind the Members that this Bill is going to the Senate because it has clauses touching on the counties. Most likely we may have to go on mediation. We are ready because we want to give this country the best. I am very proud. We have done a very good Bill. I want the youth of this country to take note and prepare to take advantages which this Bill will provide them in procurement. Thank you very much everybody. I also want to thank my clerks, Evans Owanda, Maluki and legal counsel Brigid. They have done a lot ... view

Temporary Deputy Chairman, I beg to move:- THAT, Clause 4 of the Bill be amended in subclause (1) by inserting a new paragraph immediately after paragraph (d)— “(e) contract management.” In addition to what is provided, the Committee felt that contract management should also be included. view
  • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, some of the amendments, like the one which we have just passed, is a simple insertion. The problem is that hon. Wamalwa does not even have the Bill. view

  • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 7 of the Bill be amended in sub-clause (2) by inserting a new paragraph immediately after paragraph (i)— “(ia) to facilitate affirmative action for disadvantaged groups in accordance with the Constitution and advance their participation in the procurement process.” Hon. Temporary Deputy Chairman, Clause 7 deals with the role of the National Treasury in procurement. What we simply want to add there is one of the roles which will facilitate affirmative action for disadvantaged groups. view
  • 28 Apr 2015 in National Assembly: Hon. Temporary Deputy Chairman, I want to appreciate what Hon. Wamalwa has said but if you look at what we are trying to do under this clause, we are only trying to give Treasury that function so that we can actually seal the loophole which the Hon. Member is worried about. We will be coming to a section where we will be dealing with reservations and preferences for these disadvantaged groups. That is where we should address those things. We will even realise, Hon. Wamalwa, that we will be creating some secretariat to monitor all these issues at some point. view
