  • 19 Nov 2013 in National Assembly: Hon.Temporary Deputy Chairman, Sir, I respect the ruling that you have made, but I want to take this as a proposal. Even the national Budget that we have been passing is just a proposal, which this House has all the powers to re-arrange. The only thing we can never do as Parliament in the national Budget, for example, is that we cannot increase the ceiling that has been set by the Executive. That is what the Constitution refuses, but we can re-arrange and we have done it in the past, and move money from Vote “A” to Vote” B” without ... view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, the ruling is there, but I think it is a wrong ruling. It is a very dangerous precedent that you are setting. We have set a very bad precedent in this House today. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I know dividing equally is a very popular statement in this House, but I also want to inform the House that I have done a quick mathematics on what it means. If you divide equally, it will come to Kshs1.6 million per constituency. I do not know whether it is okay, but to me it is not sufficient to do the necessary capacity building. In the event that it is not sufficient, I do know how else we will do capacity building. I am just informing the House. view

  • 14 Nov 2013 in National Assembly: Thank you, hon. Speaker, Sir. I walked in when my good friend, hon. Jakoyo, was commenting on something which has also been disturbing me for quite a long time. About this new Constitution; guide us first because there are very serious challenges, which actually we need to begin addressing. I was just going through the last Budget and I realized one thing; that the amount of money we can collect from our only sources in this country is around Kshs.800 billion. When you work out simple The electronic version of the Official Hansard Report is for information purposesonly. A certified ... view
  • 14 Nov 2013 in National Assembly: mathematics, for example, you remove Kshs.200 billion and take to the counties, Kshs.300 billion for the payment of public debt and another Kshs.300 billion for salaries, it is very clear that for any serious development in this country, some borrowing must be done. We need to rise and look at what we need to do with the structure that we have created. view

  • 14 Nov 2013 in National Assembly: We will raise it at the right time, so that we can begin looking seriously at this Constitution in terms of the costs that are supposed to be incurred to really manage the system that we have created. Maybe my good friend--- I will bring a Motion on this, so that we can see what to do. view
