  • 20 Nov 2013 in National Assembly: proposed that we give one to five per cent of the total compensation. If it is less than 10 degrees from the focal point, it is proposed that we give five to 15 per cent as per the schedule. view
  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I do not want to go through the schedule because it is actually in the Bill itself. I want Members to refer to it, but I want to say that this is an attempt to reduce subjectivity in terms of when we are compensating people in the course of accidents. Two issues which the House needs to appreciate are that we must balance between compensation and also the risk. If, for example, we put this compensation too high, it has the effect also of pushing up the insurance premiums so as to be able to compensate ... view
  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I want to donate one minute to hon. Ichung’wah and then I spend another one minute to reply. view
  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I just want to inform the House that I have heard the comments of the House and I want to thank hon. Members for the great interest they have shown in this Bill. Initially, I was a bit worried but they have exceeded my expectation. Thank you, hon. Members. We will look at your proposals at the Third Reading. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I want to oppose this amendment for the reason that hon. Prof. Nyikal has given. There is only one person in charge of youth and women affairs. Secondly, the Fund was meant to be modelled along the Constituency Development Committee (CDF) framework. But what we are doing now is taking the Fund to the Ministry offices, which goes against the spirit that we had when we started the Fund. We would have been better off if we had the secretariat at the CDF, than taking the secretariat to the line Ministry. view
  • 19 Nov 2013 in National Assembly: Some of the hon. Members who are shouting here do not understand the implication of the amendment they are about to pass. Therefore, do not shout before you understand what you are shouting about. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, as a matter of procedure, we have already had an amendment by the Member for Rangwe, hon. Mwaura and now I am hearing hon. Angwenyi. I think we should dispose each one first. view
  • 19 Nov 2013 in National Assembly: Generally, hon. Members, let us support the amendment by hon. Jakoyo except that I have an issue when you say “female”. However, let us support the amendment by hon. Jakoyo. You are already appointing five Members on the minimum. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, I want to support the Committee in the amendment. We should be careful, so that we do not bring controversy. Even in the CDF, it is very clear that we do not fund any religious association. As a House, let us leave this to be strictly business because we are about business. If it is about religion, it is about prayers and your soul. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I want the House to know this. I know this thing of dividing this money equally among the constituencies is very popular. view
