  • 20 Jun 2018 in National Assembly: The other issue is that of Stamp Duty, where anybody buying a house for the first time will be exempted from paying it. This is important in this era when we are talking about affordable housing to our people. We need to support this proposal, so that we can encourage more Kenyans to buy houses and live in decent environments. The more we do this, the more you find more Kenyans buying houses so that we can supplement whatever the Government is doing in terms of construction of houses. This is going to be very important. The electronic version of ... view
  • 20 Jun 2018 in National Assembly: On the issue of taxation, we normally say, as economists, that tax is a good evil. When you are being taxed at an individual level, you feel bad. The other day, I was in one of our vernacular radio stations and one of the presenters was telling me that if he had opportunity to tell his employer that he should not be taxed, he would do that as soon as possible. He is a bitter Kenyan when he sees the amount he is paying every month and the level of corruption where part of his money is involved in that ... view
  • 20 Jun 2018 in National Assembly: So, even as we collect taxes, it is important for us to address the issue of corruption, which provides opportunities for the taxes to be mis-applied. If we can do that, we will encourage Kenyans to pay more taxes. Kenyans keep saying that they are highly taxed at about 35 per cent. People in some developed countries pay as much tax as 60 per cent of their income, but they never complain because they have free education, healthcare and most of the facilities are available. So, the 40 per cent that remains is for their leisure. In that case, if ... view
  • 20 Jun 2018 in National Assembly: So, let us collect taxes. Let us tax Kenyans more, but provide services so that Kenyans can feel that they are getting value for their money. With those remarks, I support these amendments. view

  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support this amendment, more so where funds have been provided to the Ushanga Initiative. I get concerned when I see money being moved from tourism development and promotion. Some of us have gone outside this country and have seen how tourism is done. The other day, we were in Indonesia. You realise that a country like Indonesia, which has only a beach and does not have wildlife, attracts 30 million tourists. In Kenya, where we have beaches and wildlife, we attract 1.5 million tourists only. This Ministry needs to think seriously and start ... view

  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I am getting concerned as a Member of this House because yesterday we passed a Procedural Motion to debate some of these amendments and you are gagging us from debating. An amendment is moved by the Chair, we cannot even comment and you put a Question. You are being unfair to us, Hon. Temporary Deputy Chairman. view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I want to support appropriation of funds to Vote 1121- Ministry of Information, Communication and Technology (ICT). I have a lot of interest in Sub-Vote 0210000 - ICT Infrastructure Development. You realise that under this Vote, we have allocated resources for Konza City. I want to urge the Ministry to ensure that it takes its implementation seriously this time because this is one of the cities which will open opportunities for the youths in this country. There are so many investors out there who are just waiting for the headquarters to be completed, so ... view
