Lt. Col. (Rtd) Githiri has a lot of passion in ending that menace. At one point, he volunteered to be a member of NACADA. That was about six years ago. He was a senior officer and yet, he volunteered to support NACADA without earning any allowances. In my view, that was a clear demonstration of passion in addressing the drug abuse menace. Thank you, Hon. Temporary Deputy Chairlady. I have been listening to the amendment moved by the Member of the Departmental Committee on Administration and National Security, where I also sit. I support that amendment. As a Committee, we agreed that once the report is sent to the Senate, it does not make sense to share the same report with the CoG. When you read the Constitution, it is very clear that the Senate takes care of the interests of the counties. Thank you, Hon. Temporary Deputy Chairlady. Let me also add my voice in supporting these amendments. They will go a long way in improving the Pyrethrum Act, No. 22 of 2013. What is very interesting is the inclusion of the CoG. You will realise that the way the CoG is structured has sub-committees which take care of specific devolved functions. Agriculture being one of the devolved functions, it will be important that a member of the CoG sits in this important committee. Thank you, Hon. Temporary Deputy Speaker. I would like to make a quick comment on this Bill. Let me, first of all, thank the Senate for initiating these amendments. After going through different clauses of this Bill, I realise that there are some areas where it is obvious that the Senate, as the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives said, is proposing an amendment of a non-existent clause. The Constitution is very clear in terms of the roles of the Senate and the National Assembly. There could be some laws talking about the Council of Governors (CoG). It is important that people do their assignments as per the mandate given by either an Act of Parliament or the Constitution. With those comments, I want to appreciate the input of the two Houses towards the realisation of these amendments. I support.
