  • 19 Oct 2016 in National Assembly: management of its economic issues. It does what we call economic trade analysis, controls the monetary policy and is supposed to give advice on debt management. We know that the Central Bank is the bank of last resort that those other banks are expected to borrow from. This means that even as we appoint directors, it is important that we match the qualifications and experience with the responsibility or key functions of Central Bank. When you look through this list, you realize that most of these appointees have the necessary academic qualifications. Also, most of them have what I would ... view
  • 19 Oct 2016 in National Assembly: or female. We need to allocate this position to the youth. The only unfortunate thing is whether we are able, as a House, to approve four and reject one. If it is allowable, I support the approval of four. This position should be given to the youth of this country. view

  • 19 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker. (Inaudible) The lawyers have spoken and the medical people have spoken too. I think we appreciate the importance of this important document. From a financial perspective and following up on what Hon. Ntutu has said, we have two options as a Parliament. If we pass this Motion and agree that it is important to fund it, we could give conditional grants to counties the way we do with free maternity and funding for dispensaries. • 19 Oct 2016 in National Assembly: I want a police abstract, I can go to a computer, download and print it and take it to the hospital. However, you will realise that after printing, you still need to go to the police to fill Part One. In one way or the other, you have to have physical contact with the doctor. The more people you interact with, the more money you are likely to be forced to pay. We will go very far if we address issues of corruption in this country. I got very concerned yesterday when I listened to the debate at the Accountability ... view

  • 19 Oct 2016 in National Assembly: As I conclude, Hon. Temporary Deputy Speaker, this document is very important. I urge Members to support this Motion so that Kenyans can access this important document for purposes of pursuing their legal matters. Yesterday Parliament approved the appointment of the Chief Justice (CJ) who we understand is incorruptible. He needs to take advantage of the fact that we see him as having high integrity so that he can ensure that corruption is sorted out in the Judiciary. That will also make it easier for Kenyans to access justice. I support, Hon. Temporary Deputy Speaker. Thank you. view

  • 19 Oct 2016 in National Assembly: On a point of order, Hon. Deputy Speaker. Thank you for the opportunity. We need to be fair to Kenyans by providing them the right information. I did not pick the issues I picked because of the tribe of this particular individual. From what the Chair has said, he is confirming what I said. This lady has been what she can be in this country all the way to the top. So, she is now on her way down. Do you want to engage people who are on their way down? She has been a board member since 2003 and ... view
