  • 11 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairlady, the Mover should help the House because this new sub-clause is demanding. I do not know whether private bodies are required to give information in the original Bill. I thought this Bill was concerned with giving public information from public bodies. If I have a private company, will I be required by law to provide information about it? The Mover needs to help us understand because that might cause confusion. That is not the intention of the original Bill. view

Gumbo has said, when you look at what the Senate is replacing the earlier statement with, it misses the word “public”. It says “matters of procurement and disposal”. The word “public” is missing. Even as we want to make sure that we do not go for mediation, it is also important that we get the editing and drafting of the Bill done correctly so that it does not go up and down. I appreciate the fact that out of the four amendments, the Committee is in agreement with three. If you look at the three amendments the Committee is in agreement with, you will find that they are amendments to give the Bill more clarity. The one on definition of “local community” is important because even if you look at the other Bill we were discussing on petroleum, you will find that there was definition of “local community”. Neto for moving this important Amendment Bill. The import of this Amendment Bill is to make sure that the law which was passed by this House and assented to by the President in 2013 becomes operational. It is unfortunate that this House took time, debated the Bill, passed it, handed it over to the President for assent, it was assented to and yet three years down the line this law has not become operational. Listening to the Chair of the Committee and the Mover of the Motion, I must appreciate the input of the Senate to this important Bill. Just as the Chair said, the amendments were quite a number and only four were not agreed to by the Committee implying that there was value addition in terms of the Senate’s input.
