A situation where the Bill proposes that we exclude county governments from this requirement to have a minimum of 30 per cent for Development Vote is something we should change as a House. This will ensure that both the national Government and county governments spend, at least, 30 per cent of the resources allocated to them on development. For example, for the last three years, the National Assembly has not approved the Division of Revenue Bill and the County Allocation of Revenue Bill on time, as per the requirements of the existing Act. We have shifted to programme-budgeting. That means we are more on outputs, outcomes and the targets we achieve. As a result of that, we will compare money spent against the output. While we have cordial relationship with China, we can produce enough fish in this country for our consumption and possibly export and not import. I want to urge the Department of Fisheries to support our farmers, so that we can become exporters of fish and not importers. I know we have capacity as a country. I want to support and urge the Departmental Committee on Lands to look into that matter. If it is possible, they can fast-track the matter. The way Petitions are being treated in this House by some of the Committees is a bit frustrating. Our Standing Orders allow about 30 or 60 days for Petitions to be finalised and then feedback is given to the petitioners yet Petitions take quite a long time in this House. The ... view
  • 6 Jul 2016 in National Assembly: I presented a Petition in February this year and up to now, that Petition has not been concluded. Since land matters are quite important, I urge the Committee to take this matter seriously. The issue of Land Control Boards in the districts is a very sensitive matter. Most counties have no Land Control Boards and many land matters are stuck. They are all pending. I urge the Committee to liaise with the Cabinet Secretary to ensure that this idea of establishing Land Control Boards is fast-tracked, so that our counties can start addressing land matters.
