I will be brief, Hon. Deputy Speaker. Thank you for giving me this opportunity. The constituency that I represent, where the good people of Kitui Central have elected me, was represented by a lady for 20 years. The lady was not given any favours to win that seat. So, we have been fair to the Bill. At the same time, our colleagues should also take matters seriously. Hon. Deputy Speaker, you were here by 9.30 a.m. as I was. Very few of our colleagues were in the House for this important Bill. I was surprised that they were not here ...

Thank you, Hon. Deputy Speaker. I cannot agree more with what my colleagues have said. There is something that the Committee needs to do to ensure that it is effective in what it does.

Hon. Deputy Speaker, I am thinking about a system of sub-committees. This Committee has 29 Members. If they form sub-committees to keenly follow up matters with specific ministries, the Committee will sort out this matter. The Chair should encourage formation of sub-committees. I realised that Chairpersons of committees in this House do not want to hear about sub-committees. If you want to be effective as a House, that is the way to go.

Thank you, Hon. Deputy Speaker for giving me a chance to also support the mediated version of the Climate Change Bill. I must start by thanking the Mediation Committee for agreeing on the additional amendments to the Bill. Those amendments are very important to this country. They will go a long way in ensuring that when this Bill becomes an Act of Parliament, it will help us on matters to do with the environment. The whole issue of ensuring that the civil society is represented is very important. In this country, we have a very strong civil society in terms ...

Thank you, Hon. Deputy Speaker. I rise to support the mediated version of the Political Parties (Amendment) Bill. If you look at the agreed amendments, you will find that this Bill is going to help this country get parties which reflect a national outlook. At the same time, if you look at what we had passed as the National Assembly, you will find that this makes it a bit complicated for the smaller parties to qualify for this funding. The fact that we have moved the percentage from 5 per cent of the total votes to 3 per cent is ...

Thank you, Hon. Temporary Deputy Chairman. This amendment makes a lot of sense. In this country, the Pharmacy and Poisons Board controls all the drugs we use. It determines whether they are good for human use or not. I cannot understand anybody who will oppose such an important amendment. I support this amendment.

Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to comment on the State of the Nation Address by His Excellency the President. We are all aware that this is a constitutional requirement and we expect this report to be given a lot of seriousness in terms of the way it is presented to us. This report is called the State of the Nation Address. It is not a Government report. That implies governments will come and go but the state will remain. Those who want to see this as a Jubilee report are not on track. This ...

Thank you, Hon. Temporary Deputy Chairman. I want to support the inclusion of that statement because it makes sure that the three months we have added as an extension will expire exactly after three months. It is very important.
