Thank you, Hon. Speaker. I want to start by appreciating the Liaison Committee for the work well done. As you have rightly put it, we have never had the Division of Revenue Bill in the House this early. That is a commendable effort and we need to support it. What we are doing with this Bill is what we call vertical division of revenue. When we pass this Bill, the national Government will be able to do a detailed Budget. The county governments will also do their detailed budgets after the County Allocation of Revenue Bill is passed by the ...

leased medical equipment. My expectation would have been that because we are doing this for the second year, then the allocation to Level 5 hospitals would reduce because the equipment is provided by the national Government. However, this figure has remained constant. This is an area where we are giving money, but the services are not improving as we expect. There is also an allocation of Ksh900 million to compensate the county health facilities for forgone user fees. While these facilities are very important, we have serious challenges in terms of staffing. Medical personnel are very scarce in these facilities. ...

Thank you, Hon. Speaker. Let me start by thanking Hon. Rachael Nyamai for; once again, reminding this House that, that road is very important to us. The first question relating to this road was asked in this House in the 1960s and in all the subsequent parliaments. The President had promised the people of Ukambani that, that road would be tarmacked. The Deputy President said the same within the last two years. The Cabinet Secretary for the National Treasury had also said the same. We are now saying enough is enough. Why are we saying so? It is because we ...

abuses his leader. Who else has he heard abusing his or her leader in this House? You are the only one who abuses your leader. You never hear any member from Central Kenya abuse President Uhuru Kenyatta. You never hear any member from Rift Valley abuse Deputy President William Ruto. You come from Ukambani and you abuse our leader!

Hon. Temporary Deputy Chairlady, I sympathise with Hon. (Dr.) Pukose because he is raising a very genuine matter. These are Kenyans and more so, squatters, who have benefited from forests. At that same time, many Kenyans have grabbed public land for private benefit. We would allow Hon. (Dr.) Pukose to follow the law because his case is genuine and I am sure they will get that land. Individuals who have grabbed public land for private benefit should revert that land to the Government. That is why I oppose Hon. Pukose’s amendment and support the Committee Chair’s position. Hon. Pukose has ...

Thank you, Hon. Temporary Deputy Chairlady. I support this Long Title, but it is important that we note one or two things. At times, people are required to quote some Acts of Parliament as they explain and describe things. When we have such a Long Title, it becomes very tricky to make reference to the Act. In future, it is important to think about what we learnt in Form Four on the rules of summarizing, so that we can come up with key words which will still capture the essence of the Act, but not a paragraph. This is more ...
