Instead of repeating that at this level, why do we not just say: “As per the constitutional provision in Articles 10, 27 and 232?” Indeed, that will take care of such things. There are cases where our voters come to the office and tell us that they have a patient at the Kenyatta National Hospital and blood is required. They mobilise members of their clan and friends who come all the way to Kenyatta National Hospital, blood is taken, but some are told that they are very weak to donate blood when they have spent money to come to Nairobi. Member said that you donate blood in the morning and in the afternoon, because the patient is in a critical state, the patient gets the blood. As the Leader of the Majority Party said, people are scared to donate blood because some are not sure of their status and do not want their status to be confirmed. The assumption is that anytime you go there and you are told your blood is not good for a patient, then automatically the conclusion is that you are HIV positive.
