Thank you. I take this opportunity to thank Hon. Members for passing this important legislation which is a requirement by the new Constitution. This Bill is going to help us, as a country, to ensure that we protect our traditions in terms of knowledge and traditional cultural expressions. There is a Kiswahili saying that: “ Muacha mila ni mtumwa ”. It says, “He who forsakes his culture is in bondage”. I support that saying. This Bill is going to ensure that, that saying makes sense and is important to Kenya.

This Bill will align the energy sector issues to the new Constitution, bearing in mind that there are two levels of implementation; the national Government and the county governments. This Bill will ensure that we have the right legal framework in terms of how this important sector will be implemented.
