The Principal Secretary, National Treasury appoints accounting officers. After the Chief Registrar has been appointed by the Principal Secretary, National Treasury, he or she will go ahead to appoint Authority to Incur Expenditure (AIE) holders. If you have been appointed as an accounting authority normally what would happen is that you have the mandate to pay or not to pay. For me, this recommendation does not make sense from a public financial management perspective. view
