The cost normally becomes very important when people ask for bribes or facilitation fee to register businesses. In a situation where we make it very easy to register business, some of those indirect costs will just die a natural death and the cost will be reduced and because it is a one stop shop, the time of registration will also be good for business people. view

When I look at this Bill and the person expected to be a CEO, I can see a deliberate attempt to make sure that the person who is going to head this institution is going to be a very competent person. If we get competence at the highest level then, automatically, those who will be under that person will be given the right directions and will be making the process good for the country.   • 19 Aug 2015 in National Assembly: The other area we need to focus on is this: We are foreseeing that if we register a parastatal or a SAGA to coordinate all those important exercises--- This is not the first time we are registering SAGAs in this country. Most of those Ministries have SAGAs which are attached to them. Those SAGAs have been drawing from the Exchequer in terms of financing their operational cost and at times the finance and development cost. view

It means that it is going to be a self-financed SAGA but, when you look at the last clause, it says that establishment of this SAGA will require that the Exchequer supports it. Members to support it so that once it becomes law, then we have a very clear legal framework to move registration companies forward in the most efficient and effective manner. In that Act, the 2015-2016 Budget is estimated at Kshs2 trillion. Out of the Kshs2 trillion, about Kshs1.3 trillion is expected to be domestically generated through revenue collection. So, the production process is so dependent on fuel consumption that by increasing this amount you are likely to affect the production cost in this country.   • 6 Aug 2015 in National Assembly: Thank you, hon. Deputy Speaker. This is a very important petition. I am actually very impressed they are using the words “village managers”. Normally, we call them “village elders”. Most Members of Parliament have actually been petitioned by these village managers to see whether the Government can consider some compensation for them. As we are all aware, they do very good work. They actually assist chiefs and the assistant chiefs in the maintenance of security in our villages.
