Members in supporting this amendment, but I would plead with the Chairperson that I am also going to bring further amendments. The amendment which allows matters which have not been determined to just go on without considering any specific time frame is a very dangerous amendment. I would plead that we either fix six months after the end of the extension or one year so that we control this. We are aware that Kenyans can take advantage of this. We should have been told whether, the way the board has performed has assisted Kenyans. If not, then we should have no reason to extend their time. view

I realise that as we start debate on this Bill, we have not seen the Committee’s Report. If my memory serves me well, and it has never failed me, the last time we debated the Motion on Matemu my own assessment was that the Commission was sick. The commissioners were in the Intensive Care Unit (ICU), and the Secretariat was in the High Dependency Unit (HDU), meaning that this Commission needs to be changed. This is the time this House has to do what Kenyans want to be done. view

If you look at the three amendments which Hon. Chepkong’a has just brought to this House, you will find that most of the Members are just debating general things other than focussing on these special amendments. They are only three. Will I be in order to say that let people be relevant to the amendments? view

  • 2 Jul 2015 in National Assembly: Hon. Temporary Deputy Chairman, since Hon. Duale has dropped his amendment, I will focus on the Departmental Committee’s Chairman. I would like to thank Hon. Duale for dropping his amendment, because looking at the two amendments, you realise that the difference is just a matter of semantics. The essence of this amendment is to make sure clients’ funds are properly taken care of. This is a very good move, which I want to support. view
