It is a bad experience. It is even a worse experience when you are in jail outside your country. Imagine somebody is out there in China in a jail where maybe the language spoken there cannot be understood. Improving our productivity rates will be very important to this country. The Sessional Paper is trying to address issues of weak human resource base and weak labour management systems.
