The other thing which is important is that this Bill also demands that the money given by the national Government to the counties must be accounted for every quarter. This amendment is very important in terms of our democracy as a country. It is going to help us grow the democratic space in this country. As I conclude, I want to say that we need to make some amendments to the coalition so that even as we move forward, because future Governments are going to be formed on coalition basis, members of a particular coalition will have a clear formula of how to share the resources within the coalition. I am concerned that we really want to restrict generation of advice to one institution. This area is a very complicated one and if I were the person being advised, I would not mind getting advice from many sources as long as I am able to pick which advice makes sense to the person being advised based on the current situation.
