  • 29 Apr 2021 in National Assembly: Hon. Temporary Deputy Speaker, the second point which I think is very important is the issue of the Ward Fund. Our county assemblies are at the mercy of the governors and the Executive. Of late, there are even cases where our MCAs are not getting salaries because the governors have decided they cannot pay. This financial autonomy, what I would call independence, will go a long way in ensuring that our county assemblies do their work effectively. For now, some of them are being told: “If you do not do one, two, three, we are not going to give you ... view
  • 29 Apr 2021 in National Assembly: The other thing which is important in this Bill is the issue of the timely release of resources. Over time, there has been a lot of delays in releasing money to the counties, more so, when there are challenges to do with the Division of Revenue Bill. If we do not pass the Division of Revenue Allocation Bill in time, there has always been a delay. This Bill is proposing that once it is passed, counties will have to get their money whether this House has passed the Division of Revenue Bill or not. They are proposing that if there ... view
  • 29 Apr 2021 in National Assembly: The other thing which is important is the issue of the County Revenue Allocation Bill. They are saying that where the County Revenue Allocation Bill is late, counties will access 50 per cent based on what they approved the previous year. This also does allow the counties to prepare their budgets on the basis of not passing the Division of Revenue Bill, but on the basis of what they have as local needs. This is very important. This is something which is progressive. view
  • 29 Apr 2021 in National Assembly: The other point is the issue of 15 per cent to 35 per cent increase for county allocation, resources going to the county. The truth of the matter is that when we say 15 per cent, anything additional is a discretion of whoever is ruling. When we say it should be a minimum of 35 per cent, it means that there is no discretion. Therefore, whoever comes in, and we do not care who it is, will have to ensure that 35 per cent of that money goes to the counties. For some of us who come from counties where ... view
  • 29 Apr 2021 in National Assembly: The other issue is about the Ward Development Fund. The Ward Development Fund is very important. There are members of county assemblies who never see eye-to-eye with governors. As a result, their wards have been marginalised. With this proposal, we are very sure that every ward in every county will access some minimum resources to develop it. This is also applicable to the National Government-Constituencies Development Fund. There are so many cases against the NG-CDF. People have gone to court claiming that the NG- CDF is unconstitutional. Now that we are pushing for the NG-CDF to be part of the ... view
  • 28 Apr 2021 in National Assembly: Thank you very much, Hon. Speaker. I want to also add my voice to this important Petition. I have taken time to look at the Report. When I looked at it, I identified a number of gaps which the Committee could have considered. Because of time, I want to very quickly mention them. When that member was nominated to the board, it was gazetted. That was public knowledge. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 28 Apr 2021 in National Assembly: That means the IEBC was aware of this matter for the last two years. How come today they are saying they were not aware? To me, that should have been considered by the Committee. The second issue is that of the Media Council Board. When you look at their Act, it is clearly stated who should be a member of that council. So, if you form a committee and say these are the Members, it means anybody else outside the membership is not a member. The same way in a situation where they say “these should be the members”, it ... view
  • 28 Apr 2021 in National Assembly: Parliament, being an oversight body - because we are an oversight an organisation - should be the first in the line demanding accountability. So, based on this, I want to say this Report must be rejected by this House and this member must continue serving her full term of three years which is ending next year. I do not know why somebody should serve for two years and then she is taken away in the third year. The CEO must not be seen to be running away from accountability. We demand accountability from every Kenyan. On that basis, I reject ... view

  • 30 Mar 2021 in National Assembly: Thank you, Hon. Speaker. Let me join my colleagues in supporting this Motion. The Motion has a lot of provisions and for me, the provision to have committees sitting is of much interest to me. view
