about why the move. There must be a very good reason. I think it is good for the Hansard to record that, too.

Thank you, Hon. Deputy Speaker. I am aware I have about 10 minutes and so I will see how to manage within that time, although it will be very difficult. I must start by thanking my Chairman for that good moving of the Motion. I thank my colleagues in the BAC for doing a thorough job on those budget proposals. I thank the departmental committees for their input. It was not easy to make this Budget.

Hon. Deputy Speaker, I hope my few seconds will be compensated. It was not easy to make this Budget and, more so, based on the prevailing conditions in the country and the world. However, the economic fundamentals informing this Budget are quite strong. Despite the few risks which my Chair has mentioned, I hope Members noticed that if the assumptions underlying the Budget do not get changed as we move on, we are likely to realise the projected revenue. Looking at this Budget, for the first time, I would say that the projected revenue for this financial year appears to ...

debts and salaries and then you remain with a very small amount for development. I have said many times in this House that unless we address the matter of development, the economy will not grow. The cake will remain the same and we will not be able to share any bigger cake. This is where you see the issue of fiscal deficit becoming very serious in this country. As a country, both this House and the Executive, we need to monitor our expenditure patterns. Unless we do something on the expenditure side of the budget, we are likely to continue ...

As Hon. Wangwe has said, we have been neighbours with Hon. Kalembe for over 16 years. He was a very unique person. As a politician, he was very humorous. Everywhere you went with him, the public would demand to be addressed by him. As a region and country, we have lost a very great leader. My prayer is that the Almighty God will continue protecting and comforting the family. I have been with Hon. Kalembe in many political rallies. I want to confirm what Hon. Duale and others have said. He would come out very clearly that when he joined ...

Naturally in the African culture, when you are about to die or as you age… My father is quite old. I remember that I talked to him one time. He told me that even as he is about to die because he is almost approaching 100 years, I should know that he does not owe anybody a single cent. I am sure that Hon. Kalembe must have told the family that the Jubilee Party owes him Kshs6 million. He is part of the debts. I am sure that the Jubilee Party has leadership and money. They can do the humble ...

to all Kenyans and more so, the people of Kibwezi West who elected Kalembe for only one term. We can learn a lot from him. He was only in this House for one term. However, anytime you met him, it was like he was here for over 20 years. After leaving the House, he did not stop being a politician. Some can learn that during the time we are in this House, we can serve Kenyans to an extent that they will keep on remembering us.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I have listened to the Mover and the Leader of the Majority Party. I want to join them in supporting this request to exempt KQ from the 1 per cent turnover tax. We are all in agreement that KQ is a strategic investment for this country. It is the Pride of Africa and Kenya. As a country, we have used taxpayers’ money to build this airline so many times. Anytime they make losses, it is the taxpayer who raises resources through taxation. Unfortunately, the more we pump resources to ...
