The other recommendation which lacks in this Report is where we involve stakeholders. The health sector in this country is very specialized. There are lots of stakeholders. We have the health workers who include doctors, nurses and so on. We also have business people; people who supply things like equipment and drugs. We also have the public who actually benefit from the service. It is therefore important that even as we discuss this important sector, the stakeholders’ input is considered. Hon. Speaker, as I conclude I support the recommendations in this Report and request that they be implemented immediately to avoid problems. As we do this, let it not be seen as if the National Assembly is once more trying to take away functions which have been devolved. We are saying that we will support devolution but things must be done correctly, so that our people get efficient and effective services.

Thank you, hon. Chairlady. I want to say that I have no problem with Amendments “b”, “c” and “d” but I have serious concerns with Amendment D146. This is because while it was very clear from the presentations that amendments in “b”, “c” and “d” have been reduced because of low absorption rates, there is no reason which has been given for the amendment in D146. As we talk, these three dams are expected to provide water to community members.

Hon. Chairlady, where I come from because one of the dams is there, we have a whole county headquarters which has no water at all and one of these dams was actually targeted to provide water to this county headquarters. So, when we see money being reduced and more so money for water projects, this should be an issue of concern. So, I think this is an amendment I would want to object and say while I support the other three, I do not support this one.

Hon. Chairlady, yesterday I said that when this House makes decisions I think the Executive has a duty to respect some of these decisions because they are informed by public participation. The Budget and Appropriations Committee went to the rural setting. They met the public and at the end of the day the public pleaded with the Committee to have some of this money set aside. Yes. Thank you, hon. Deputy Speaker. I just want to find from the Chair what strategies have been put in place to ensure that timely completion of projects is actually achieved. That is because the delay, which has been experienced in the completion of that bridge, is not unique. Many projects have been delayed and it looks like it is just the order of the day. So, I would want to hear what strategies are being put in place to ensure that there is timely completion of projects.
