Thank you, hon. Temporary Deputy Speaker. I also rise to support this amendment to the Public Finance Management Act, 2012. I want to remind the Members of the fact that this House passed the 2013/2014 Budget. Part of that Budget of Ksh130 billion was supposed to come from sovereign bonds. So, in short, hon. Temporary Deputy Speaker, what I am saying is that if these amendments do not see the light of the day in terms of being approved by this House, then we are saying our approved Budget will automatically register a deficit of Kshs130 billion. We will then have either to think of another alternative source of that money or reduce the budget on some of the programmes which had been budgeted for. Hon. Temporary Deputy Speaker, even as I talk of these amendments and as I support them, I think, as a country, we need to be a bit more serious than we are. We actually approved this Budget last year. We have only two months to the end of the financial year and these amendments have been brought to this House to be approved. As I give this contribution, I am asking myself: If we approve these amendments next week, how much more time will we have to get this bond through, get the money and implement the projects?

I am saying that if, as the Opposition, say the timing of this is wrong and it should have been brought here in January or December, so that we got it right, I think we will have done our work. I want to support what hon. Mbadi has said, that the issue of direct payment to a supplier is a dangerous move and we need to get it right. Imagine a situation where you get money moving from China to a supplier in Germany and the only thing which comes to Kenya is records to show that it has been paid. Members to make sure that we pass these amendments as soon as possible, so that the financial year does not close before we get this money and then we are not able to deliver services to Kenyans as was promised to them when the Budget was approved.

Thank you, hon. Temporary Deputy Speaker. Yes, I really have a burning issue. I am a member of the HBC and at the same time also a member of the Budget and Appropriations Committee. One of the things we are saying in the Budget and Appropriations Committee is that we do not want supplementary budgets coming to us every time. Hon. Temporary Deputy Speaker, I think this week we have gotten three Supplementary Order Papers. Is this not a pointer that the HBC is not doing justice to this House in terms of planning?
