I want to oppose this amendment bearing in mind that it takes a lot of time for people even to agree to marry. Some people will take as long as five years while others will take six or four years. I think it will be unfair just to allow six months to dissolve a marriage. I propose that we retain the one year period, so that we allow people to cool--- view

That is the time the Treasury circulars for making budgets are sent to the Ministries. They have all the time up to around February when they send these documents to us and we have only three or four weeks when these documents are brought before the Budget and Appropriations Committee. view
