  • 23 Mar 2021 in National Assembly: we can share it such that people get a bigger cake. In that case, then we will be able to accommodate our needs as a country. This is an area we need to push on. view
  • 23 Mar 2021 in National Assembly: I have said many times that when we see resources being requested for Kazi Mtaani and when hon. Members are asking for more money to NG-CDF, it makes a lot of sense. This is because, this is the money which will go to the grassroots and immediately kind-of stimulate demand. By stimulating demand, our suppliers will be able to provide goods and services and the economy will grow. So, to me, these are the kinds of expenditure we need to promote as a House so that, at the end of the day, the economy realises some growth and we will ... view
  • 23 Mar 2021 in National Assembly: Public debt is an issue we have to live with. The currency in which our debt is denominated has now become an issue of concern. The Kenya Shilling keeps on depreciating and, as a result of the depreciation, the loans, without anything changing, become more expensive in terms of repayment. That is why in the Supplementary Budget, we have to keep on providing additional resources to factor in the fluctuating exchange rate. I wish there is a way we could denominate our public and foreign debt in a currency like the Kenyan Shilling so that as we negotiate, we push ... view

  • 9 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I want to join my colleagues in congratulating you on behalf of the people of Kitui Central. The Members are aware that you are the President of the Commonwealth Parliamentary Association (CPA) - African Region, and the people of Mbeere have now confirmed that you are up to the task. This is a great honour to you and this House because you are one of us. We all look up to you. I am sure no leader in this country will get this kind of congratulation from all corners. This was clear when we started attending ... view
  • 4 Mar 2021 in National Assembly: Hon. Temporary Deputy Speaker, I am ready. It is just the way you pronounce my name. I did not think it was me. view
  • 4 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support these amendments by my friend, Hon. Elisha. I must commend him for coming up with these amendments. Listening to the Chair of the Committee, it looks like there will be need, at some point, for both the Committee and Hon. Elisha to see how to harmonise this because the truth of the matter is that the proposals make a lot of sense. I want to pick on one which is talking about the Universal Service Fund, where Hon. Elisha is, to a great extent, demanding accountability from the CA. ... view
  • 4 Mar 2021 in National Assembly: The other matter is that of the money-lending platforms. Despite what the Chair is saying, the truth of the matter is that there is this animal called fuliza . This is a big animal in this country. Many times, I get a call from my constituents asking me to send money for burial when somebody has passed on. When I ask where I should send the money, I am told: “I will give you another number because mine has fuliza .” What they are saying are issues of accountability. As a Member of Parliament, I want to send money to ... view
  • 4 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. view
  • 4 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me also add my voice to this very important debate. I have taken time to look through this Policy Paper and as a Member of the Budget and Appropriations Committee, I have also participated in the discussions. In this country, our monetary policy is stable but we have challenges with fiscal policy. If I had my own way or if Parliament had its way, this is what I would recommend. Because of the time element, I will not be able to go into details. We need to seriously think about fiscal consolidation. If ... view
