Another thing I would recommend is, if I had my way, we would freeze all new development projects for a year so as to manage our deficit. That is important. My last point will be on county government allocation. When you look at the policy paper there is what we call vertical division, where the county and the national Government have been given money. During the public participation session of this Bill, we engaged stakeholders, including the Directorate of Criminal Investigations (DCI), the National Intelligent Service (NIS) and all other serious stakeholders. Part of the drafting of this Bill was actually informed by their input. These are people who understand the inside of the drug world.
