  • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support the appointment of hon. (Dr.) Abdullahi Ibrahim Ali and Mrs. Lonah Mumelo. These two positions are provided for in the way the Commission is set up. I think that it is important that we get these two officers into the Commission so that it becomes complete in terms of the number of people who are expected to be in the Commission. view
  • 25 Feb 2014 in National Assembly: One of the things I like about these appointments is that they are also gender sensitive. You can see that we have picked a man and a lady. This is good for the Commission. However, even as I support these appointments, there are two or three things that need to be noted by this honourable House. In the past, this House has appointed hon. ladies and gentlemen to these positions. When they seek to be appointed, they behave the way we politicians behave when we are soliciting for votes. You can promise anything but once you get to your position, ... view
  • 25 Feb 2014 in National Assembly: We have seen people who have really treated this House in a very unfair manner when they are summoned by the House despite the fact that they were actually appointed by this House. I want to say that our Commissioners are doing a good job but I think there are some areas where they must pull up their socks. For instance, if you look at the issue of offices, you will find that hon. Members have been talking about offices for the last one year. We are now lucky that almost all Members have offices but I believe strongly that ... view
  • 25 Feb 2014 in National Assembly: The other area in which we are not doing very well is on the issue of staff in our constituencies. Many times hon. Members have complained about the unnecessary delays in paying salaries to the staff. I think we are all Kenyans and we know the way we have committed our salaries. We know we want this money to pay fees and do other things. It is important that even as these two individuals join the Commission, the payment of salaries to our staff is addressed urgently. view
  • 25 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, the last issue which I think the Commission also needs to consider concerns our car loans and mortgage. These are tied to a specific timeframe in terms of the time we are going to be in this House. The more you delay in terms of making these facilities available to the Members, the more the repayment period becomes shorter and the more the rate in terms of what we are supposed to pay per month increases making it impossible for the The electronic version of the Official Hansard Report is for information purposesonly. A certified version ... view
  • 25 Feb 2014 in National Assembly: Members to access these facilities. These are areas that I would wish that when these two appointments are done, these Commissioners can take up these matters and sort them as soon as possible. With those remarks, I support the appointment of these two members to the Commission. view
  • 19 Feb 2014 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support this amendment and it is quite timely bearing in mind the policy that 30 per cent of the national procurement business should be given to the youth. In terms of legal framework, the Procurement and Disposal Act had not factored that. When you look at the population of Kenya, 54 per cent of it is actually categorized as the youth. These are the people in the age group of 18 to 35 years. It is also reported that about 70 per cent of the youth are unemployed. The question which we ... view
  • 19 Feb 2014 in National Assembly: and then invoice. This means you require capital for you to supply. While we say the directors should be 100 per cent youth and then they are expected to kind of pre-finance, the question is, will they have the funds? Could there be a need for us to state that out of the directors; we could allow 80 per cent youth and 20 percent non-youth? This way, we will be able to facilitate them when they require pre-financing to access resources. The other alternative, as part of the amendment is that we can demand that they access resources without being ... view
  • 18 Feb 2014 in National Assembly: Thank you, hon. Speaker. Before I say what I want to say, I want to acknowledge some students from my constituency who are just walking out of this Chamber and tell them: “Karibu sana.” Hon. Speaker, I want to support these amendments from the Senate but as I do so I need to go on record with my contributions on these amendments. When you look at these amendments, I think they are not in good faith and the only reason I am supporting them is actually because of the public mood and the hard questions I am always asked when ... view
  • 18 Feb 2014 in National Assembly: So, hon. Speaker, with those observations which I think are very serious I very sparingly support these amendments. Thank you. view
