• 27 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I have listened to the Statement and we have been told that investigations started in 2010. Bearing in mind the negative impact drugs have on the Kenyan youth, I wanted to find out from the Chairman whether taking almost three years carrying out investigations is fair to Kenyans? Is it also fair to those who are accused? It is very unfortunate that such a serious matter can take that long to be investigated. view

As a member of the HBC, we discussed this matter and we have agreed that despite the fact that Wednesday morning is for Private Members’ Bills and Motions, Parliament has the mandate to set its own calendar. I need clarification on one issue from the report; the Chair has said that the hospital is categorized as a non-profit-making hospital, which means the charges for medical services in this particular hospital are actually expected to be slightly lower than the normal commercial hospitals. I also rise to support this very important Bill, bearing in mind the fact that accidents in this country happen daily these days. Many Kenyans die and others lose their limbs. Therefore, this Bill will help Kenyans once they get into such situation. I like the schedule because it will help judges and magistrates in terms of determining how much should be paid to individuals who have lost either their lives or limbs or arms. When we are through with this one, Jakoyo’s can come and then we support it. So, put the Question so that we oppose this and then when the other one comes, we support it. view
• 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, I support the proposed amendments. On the issue of the female, let us remove the word “female”. I want to support the appointments by the county women representatives. This is the reason: When you look at the CDF Board, Members of Parliament at the constituency level have actually appointed disabled people in those committees. So, we can give this opportunity to our sisters. We have no problem with that. view
• 19 Nov 2013 in National Assembly: On a point of order, hon. hon. Temporary Deputy Chairman, Sir. I think that the House is being misled. Regulation 15(iv) says that the total number of ward representatives shall have equal number of either gender with the women quota providing for, at least, one female youth. This is clear. It reads “one female youth” So, what is this that we are being told? view
• 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, with all due respect to your ruling, maybe, I need to seek some clarification. Looking at the proposed re-allocation, it does not affect the total allocated amount by the Treasury Cabinet Secretary. Parliament voted, in terms of money. So, I am wondering whether the Committee really made any mistake by just suggesting that we move an amount of money from grants, so that it becomes loans. The totality of the amount still remains. So, I would like to hear your suggestion on that one. view
