the reason Uwezo Fund, Youth Enterprise Development Fund, and the Women Enterprise Development Fund are failing is basically because Kenyans have this habit of believing government money is not refundable. But I also believe that the element of capacity building is important. We only need to push and make sure that before they get the money, there is a bit of capacity building to prepare them to know that the money will be repaid. Even as I conclude, it is also important to note that, other than the financial aspect of these enterprises, there are also management and legal issues. ...

Thank you, Hon. Temporary Deputy Speaker, for this opportunity. First of all, I want to thank the Chair and the Committee Members for this important Bill. The truth of the matter is that this Bill has gone through very intensive public participation. Most of the key institutions working in this area have been consulted and have given their input. The truth of the matter is that it has not been easy to get this Bill to where it is today because as Members are saying, there is a lot of interest coming from different stakeholders. One of the things that ...

The appeal process is captured in the Bill if you are denied the status of a refugee in this country. On how you go about to ensure that even as you are denied that opportunity, it is not for the sake of it... There must be serious reasons why you are denied. There are a number of other advisory bodies in the Bill in terms of how this issue should be addressed. I like what Hon. Millie has said that there are gaps.

What I recommend as we move forward with this Bill because I belong to this Committee, is that Hon. Millie should document those issues so that we can compare them with what other bodies had submitted. This is because we got a lot of submissions. This Bill has gone through many circles in the process of ensuring we do not leave anybody behind. I must confess that it is not easy to get a perfect Refugees Bill. The interests are too many, and we must accommodate all of them but others are partially accommodated. The electronic version of the Official ...

Even as I support, there is still room for improvement. I want to encourage Hon. Members to look at the Bill. Where they think there are gaps, they should push them forward. So, as we go to the Third Reading, we will factor in most of these concerns to make sure we have a Refugees Bill or an Act which will safeguard the refugees’ interests. At the same time, it will be safeguarding the interests of Kenyans who are the host community.

Thank you, Hon. Temporary Deputy Speaker. I want to join my colleagues in supporting this Motion. Just as they are saying, we must make some observations because we really need to improve. Looking at the timing of this Supplementary Budget III despite the COVID-19 issue and all of us saying that we are living in abnormal times, this Supplementary Budget coming only about seven days to the end of the financial year, raises serious credibility issues of the budget- making process. We cannot bury our heads and say that this is the way we want to go. As we move ...

he can engage the National Treasury, being the Majority Leader, to make sure that we improve on it. The second point is the issue of Article 223. Well, I agree that that room is provided that we can spend and then Parliament regularises, but it is important that even as we regularise as a House, we make sure that these are payments are going to help Kenyans. We do not just want to regularise payments which at the end of the day might land into people’s pockets. This is what people are saying. That time has come, as a House, ...
