As you know, there was a new Executive Order. So, most of these changes are just to realign the budget items to the new Executive Order. So, overall, the Chairman is adding the changes. As I support this amendment, I want to make the following observations: The first one is that zero-rating is important and good but what I think as MPs we need to say is that most of the times when we allow these kinds of changes in taxation, we fail in terms of targeting. We may say we have reduced but the suppliers and sellers of these goods do not transfer that benefit to the common mwananchi . I support this amendment, but I think the Chair should come out clearly because we are discussing about tolls under the PPPs framework. My understanding is that once the money and profits are recovered, it will become a public road and things will move to normal. So, when he talks about a CS, this can cause confusion. I think it is better for him to come out clearly as we approve. view

  • 18 Jun 2020 in National Assembly: revenue collected to target vulnerable Kenyans. It is not fair to just have a blanket list where majority of Kenyans are enjoying yet they are not vulnerable. By doing this, you will improve tax targeting to help the country going to the right areas. On the issue of Excise Duty, tax on alcoholic drinks has been reduced based on alcoholic content.
