I want to make my last point so that other Members can also get an opportunity to contribute. If you want to collect more money in this country, you do not need to increase tax rates. We should bring more people into the tax bracket so that those who should be paying taxes and are not paying, can come in. We can tax more people and reduce tax rates. Kenyans can then enjoy reduced tax rates and increased collection because more people will be paying. If we go that way, our economy will grow and we will support our programmes. ...

Thank you, Hon. Chairman. I want a confirmation because from the reading of the Programmes, Nairobi Metropolitan Services has been left out. Is it one of the Programmes under the Executive Office of the President?

Thank you, Hon. Temporary Deputy Chairlady. It is under this Vote where we have the Sports Fund, which we are all aware has a lot of money. I just want to encourage the Committee to oversee this particular Fund for purposes of accountability. Thank you, Hon. Temporary Deputy Chairlady.

Thank you, Hon. Speaker. I will be brief. I will start by appreciating your Communication. It has given good directions in terms of how we move in future. However, having listened to you carefully and, more so, on the mathematical bit of it, as the Committee works on the Standing Orders and the mathematics, there will be need to review the mathematics. I think the mathematics has some problem. If you proportionately share the positions, it would be very difficult for a small party to get two slots when the major parties are getting 1.5 or one. So, if you ...
