You realise that because of the problems we have, there are some Members who are out in the tents and have actually been in the tents since morning and yet, they had registered to be given an opportunity to contribute. Would I be in order to plead with you that even as you consider those who are in here, those who are out there are also given a chance? It has been the tradition of the House. view

  • 4 Jun 2020 in National Assembly: Government. The idea of relying on the District Accountant only is inconveniencing implementation. These are some of the good practices we are proposing and we have been proposing. Chair, if you can allow us, in your next meeting, some of us can come. We have proposed some amendments to the Act, but because of what is happening, we have decided to go slow on them. Some of these administrative issues could be sorted out by the Committee so that it makes implementation smooth.   • 6 May 2020 in National Assembly: Hon. Speaker, I am sure all of us are aware that you are the Chair of the Commonwealth Parliamentary Association (CPA) Africa Executive Committee. When we see this coming from the Kenya National Assembly, it will work very well for us because you are providing leadership.   • 6 May 2020 in National Assembly: Thank you, Hon. Chairman. I really thank the Chair of the Departmental Committee on Finance and National Planning and also Hon. Kamket for agreeing to this amendment. This is because the last time we discussed this Bill, we said this was unconstitutional. So, I am very happy when I see that they have taken care of that interest and I support it. view

  • 29 Apr 2020 in National Assembly: This is Hon. Makali Mulu, Member for Kitui Central. Hon. Chairman, I want to support these amendments but make some observations. When you look at the amendment relating to the blue economy, last week in this House, we approved the removal of that money from the Supplementary Budget and then the money has been brought again. The explanation we are getting is that it is counterpart funding of a donor funded project. view
  • 29 Apr 2020 in National Assembly: The National Treasury needs to get a bit serious. They came last week and told us to remove certain amount of money and then they have told us to get the money back this week. This is a reflection of lack of consultation with the State Departments. It is important for the National Treasury to consult with the State Departments before they bring these figures to Parliament. view
