To start with the last one, I am not satisfied that the National Treasury has taken into account the concerns of the Committee on Finance, Commerce and Budget and this House with regard to the regulations for the Equalization Fund.   • 30 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, I have already commented on this and that is why I said, my own county. In the Senate Standing Committee on Finance, Commerce and Budget, we have raised a number of issues on this Fund and the way it is being run. In fact, it is within our plan to get the National Treasury to come before the Committee and pursue some of the issues we have raised. What they are doing is not in line with the regulations. view
  • 30 Nov 2016 in Senate: Mr. Temporary Speaker, Sir, as per the CRA workings, the 14 counties were identified and that is the first one. There will be a review that will be done next year. Probably some will be dropped and new ones will be added. A case was raised about Mwingi Constituency among others. He is right that that is not the final list. CRA will do the entire review for that and hopefully that will be taken into consideration. view
  • 29 Nov 2016 in Senate: Mr. Speaker, Sir, I find the answer given by the Chairman of Committee on Health contradictory because he is speaking, as Sen. Hargura said, as the Chairman and as Government. Therefore, he needs not to lament what the Government is doing is an illegality. I want him to clarify who are these doctors posted to work in the counties? Are they the ones that have been trained on a bond by the Ministry and, therefore, the Government is obligated to have them work for Government?   • 29 Nov 2016 in Senate: On a point of Mr. Speaker, Sir. You heard the Chairman. He needs to be very careful because when he is giving a response to a statement, he cannot at the same time contradict himself. In answering the question, he cannot stand up again and tell us that what the national Government is doing is illegal. This is because he is giving a statement on behalf of the national Government. So, it is contradictory. He needs to reconcile his position with the answer he is reading. view
  • 24 Nov 2016 in Senate: Mr. Speaker, Sir, we have some response from the Treasury which after looking at it, I think is not adequate. They sent circulars to all the 47 counties seeking information regarding the money deposited in the bank accounts but not all the counties have responded. I have since talked to an official at Central Bank of Kenya and we have established the right office is the Deposit Protection Fund Board (DPFB).   • 24 Nov 2016 in Senate: Mr. Speaker, Sir, it is true that the Treasury sent the letters to the counties on 7th June. Counties, as you will appreciate, do not normally insist that the two levels of Government are distinct and therefore do not like taking instructions from the national Government offices. Nonetheless, from my discussions with the CEO of the DPFB, they will provide most of the answers sought in the Statement except maybe the second question about whether there was authorization because authorization has to be at the country level. I have confirmed from National Treasury that it is ready, but it has not yet landed on the desk. So, I seek indulgence of the Member to wait. If it comes before we conclude, we will present it. I am shocked that the Chairperson of the Committee on National Security and Foreign Relations who has at one time raised concerns about extra-judicial killings in her own county can present a Statement without taking trouble to go through it. She said at the beginning if you heard clearly, that she was reading what she had been given.   • 24 Nov 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. It is obvious that the Vice Chairperson and his Seconder do not want this Motion to succeed, in which case, they have an option but to withdraw it. The way it is now, it simply says ‘the Motion be considered.’ After the Motion is seconded, the Vice Chairperson can propose an amendment that the Motion be rejected. However, the way it is now there is contradiction as to what you are saying. view
